Summary of Specifications:
Region 10 is requesting responses to the Request for Information (RFI) for acquisition of dark fiber through an Indefeasible Right of Use (“IRU”) or a fiber optic route swap arrangement. An IRU is typically a 20 to 30-year agreement with the acquisition of dark fiber paid up front. Payment is typically based upon a price per mile times the number of fiber counts. Region 10 prefers a minimum of 2 single-mode fibers per route and will entertain the option to acquire additional fiber counts based upon the route and availability of fiber.
Region 10 is also interested in potentially swapping fiber. Region 10 is asking service providers, companies and infrastructure owners that currently own fiber optic network facilities to provide fiber optic routes where there is excess fiber capacity that may be acquired or swapped.
This RFI is not intended to limit a respondent’s creativity in suggesting ideas to accomplish the goals
of the Region 10 project. All innovative ideas, new concepts, and partnership arrangements will be considered and welcomed. Please indicate any value-added arrangements, swap arrangements, special services, discounts, and/or terms and conditions that might suggest solutions to the needs of the project.
This RFI does not require respondents to have dark fiber for all preferred routes. Region 10 intends to knit together a composite solution with multiple vendors. The major dark fiber infrastructure being sought has been divided into two categories:
1. Interconnection between the communities and cities listed under the Background Information of this RFI, and
2. Routes within the various communities to reach anchor institutions.
The respondents are encouraged to provide other topology suggestions based upon their existing dark fiber infrastructure. Region 10 welcomes solutions that permit the addition of other cities along the routes.
