This is a Best Value Approach (BVA) Request for Proposals, a unique procurement method. The City will present training to understand and properly apply the BVA method in the Pre-Proposal Conference.

The purpose of this RFP is to select a professional service firm to augment the City’s internal staff for the implementation of a new Customer Information System (CIS), a Meter Data Management System (MDMS), a Customer Web Self-Service System (CWSS), and related products (the “Project”). Professional services will support the City implementation team and overall project management of the implementation.
