RFP-14-003 - 2014 Comprehensive Rate and Fee Study for Utility Services

Summary of Specifications:
The City of Brighton, Colorado by and through its Procurement & Contracts Manager is soliciting written sealed proposals from qualified firms to perform a Comprehensive Rate and Fee Study for Utility Services for the City of Brighton. The Brighton City Council, during its consideration of the Brighton Utility Business Plan in late 2013 and the recent approval of a minor rate adjustment for 2014 to balance the proposed 2014 Budget, requested that an independent third party review of rates and fees be conducted to ensure adequacy to recover costs and equity in the assignment of customer categories, and growth versus non-growth collection and treatment costs. The review of service rates and connection fees is intended to identify charges required to fund current costs, and future operating and capital replacement costs as a goal of the recently adopted Utility Business Plan.
