08-2025 - Transportation Fee Nexus Study

The City of Boulder seeks to implement a new transportation fee, and a fee study is required.  The purpose of the fee study is to ensure that there is a rational nexus between the fee assessed on properties and the proportional benefit received by those properties. The city wants to ensure that the fee is applied fairly and equitably so that it doesn’t disproportionately impact vulnerable and historically and currently underrepresented communities and residents.  Lastly, the city seeks to understand the estimated cost of implementing and maintaining a new transportation fee, likely through its current utility billing system, as well as a range of other administration options.
