RFP-68-2013 - New Electric Utility - Transition Planning

Summary of Specifications:
The City of Boulder (City) Office of Energy Strategy and Electric Utility Development seeks a professional consultant or team of consultants to assist in the development of a Transition Plan for a new electric utility. The aim of the Transition Plan is to position the City to safely, reliably, and cost-effectively operate the electrical system for a Boulder local electric utility’s service territory. The Transition Plan will ensure a seamless process both to integrate the utility within the City organization, and to interface with customers that the utility would serve. It will be designed to proactively identify and mitigate risks to successful operation of an innovative, energy services based municipal utility. The Transition Plan may be phased to accommodate legal and regulatory processes that are necessary for the city’s acquisition and management of the system.
