The City of Boulder – Boulder Public Library (BPL) is evaluating several options for more stable and sufficient operating and capital funding for library programs, services, and facilities. BPL seeks a consultant to perform a financial analysis and forecast for several scenarios that include municipal funding or funding through formation of an independent library district. The analysis shall include stability of funding, impacts to residential and commercial taxpayers (within the city and within a greater district), benefit/impact to city finances, process or approvals required, and any TABOR or Gallagher amendment requirements or impacts.
