Summary of Specifications:
The City of Boulder is seeking Statements of Qualifications and Interest from individuals and firms with an expertise in the area of Rates and Fees Analysis. The City of Boulder periodically reviews the costs of providing various types of infrastructure, facilities and services, and updates development-related user fees and charges as needed to maintain and enhance service levels. During the period 2015-2017, the city anticipates undertaking multiple analyses of these types. The city is seeking qualifications from firms with expertise in the following types of analyses: • Economic Impact and Market Analysis • Fiscal Impact Analysis • User Fees/Cost of Service • Development-related Impact Fees Including Commercial Linkage Fees
