By moving to a revamped or new community platform, the various APCHA user groups hope to achieve the following:

Improvements in Ease of Use: from the staff perspective and as well as the perspective of external customers, improved ease of use is a priority
Reduction in Licensing Costs: APCHA is seeking a solution with limited or no annual licensing charges for Community Users.
Better Options for Communication: APCHA is seeking to broaden the methods of communication available for APCHA staff and Community Portal users

Vendors should focus on the three objectives above for the primary project associated with this offer. However, in addition APCHA has composed a secondary, optional subproject. Vendors will not be penalized for electing not to pursue the subproject, and APCHA reserves the right to select the same, different, or no vendor for the subproject. The objective of the subproject is to:

Better integrate the functions of the CivicPlus Website and the HomeTrek™ System. (www.apcha.org and www.apchahometrek.org).

APCHA currently uses CivicPlus as its website platform. Access to HomeTrek™ is provided via a link on the website. In some cases, both CivicPlus and HomeTrek™ have copies of the same information and materials for users, which requires duplicate work by APCHA staff. In addition, website users have difficulty navigating the current website, difficulties that include but also go beyond finding the HomeTrek™ link and knowing when and how to access the HomeTrek™ system.
Because of these challenges, APCHA is interested in discovering whether vendors who revamp the HomeTrek™ Community Portal might also revamp the entire website. Options for this subproject could include, for example:

Simply providing recommendations on how to create a more holistic experience for users, using the current website and the HomeTrek™ Community Portal
Performing the work to create the enhanced experience above
As a component of the work, completely replacing the CivicPlus site with a different website platform or with the same platform used for the Community Portal.

Vendors who are interested in this optional subproject should reference Exhibit B for more details and must include a separate subproposal for the work.
