Description

In order to submit a proposal for this RFP Offerors shall have one of the following designations and have an office in Colorado:

1. Nonprofit/not-for-profit organizations
2. Public or governmental entities
3. Political subdivisions of the state
4. Educational institutions
5. Not-for-profit private sector organizations

Nonprofit organizations providing services to eligible Tribes on the reservation or federally recognized Tribal land with a letter of support from the applicable Tribal Council.
The purpose of this RFP is to solicit responses from qualified Offerors to provide a comprehensive approach to implementing strategies in schools that will support youth to be commercial tobacco-free. The work outlined in this RFP has three components: 1. Tobacco Free Schools technical assistance and training. 2. Management of the Second Chance program. 3. Management of TrekPointe. The awardee will work with local public health agencies (LPHAs) to promote and provide training and technical assistance on evidence-based strategies for promoting Tobacco Free Schools policies, including the implementation of Second Chance, as well as trainings focusing on engaging parents and adults to advocate and support tobacco/vape-free school environments. STEPP sees the implementation of alternatives to suspension as crucial to promoting positive health outcomes for youth as punitive measures have proven to have negative impacts on youth. The program will serve as an important method of identifying and providing awareness about the health risks and dangers of tobacco/vape/nicotine products to youth through a comprehensive approach to Tobacco Free Schools.
