The Colorado Department of Corrections (CDOC) expresses its conviction that there is only one provider, West Publishing Corporation, a subsidiary of West Thomson Reuters, from which the CLEAR Proflex subscription and necessary licenses for database access can be acquired for the purposes of offender apprehension and investigation. The CLEAR program has proven to be an essential investigative research resource for the CDOC's FAU and OIG. These units are responsible for locating fugitives and their associates, researching asset details, tracking vehicles, conducting criminal investigations, identifying offenders, and supporting other agencies in their efforts concerning CDOC clients.
The CLEAR Program allows investigators, CPOs, and analysts to search nationwide for this information and quickly access details on various inquiries. It is designed to be user-friendly and highly adaptable, enabling investigators to perform tailored searches as well as to set up automatic ongoing searches for updated information. Additionally, the CLEAR program integrates data from the Vigilant License Plate Reader database. The information provided by the CLEAR program is a unique blend of public and proprietary records that are specifically aligned with the missions of the FAU and OIG, and it is not available from any other supplier. Thomson Reuters holds the copyright for this proprietary database and manages the services for the CLEAR URL, which encompasses CLEAR Proflex, CLEAR Criminal Justice Arrest Gateway, ENCLR Alert bands, license plate recognition, phone searches, and investigator resources.
This Notice of Proposed Sole Source has been published to allow any prospective competitors or other interested parties the option to submit comments and/or objections to our determination that West Publishing Corporation, a Thomson Reuters business, is the sole source from which to purchase a subscription to access this type of database and issue user licenses. Any such comments or objections concerning the purchasing from this proposed sole source vendor may only be submitted through bidnetdirect.com//cdoc.
