The Colorado Department of Corrections is seeking a vendor for two separate Parole Board positions.
1. Parole Board Appointed Attorney - The Colorado Department of Corrections through this RFP, solicits competitive proposal(s) from prospective Offeror(s) to provide legal representation for offenders and/or parolees during Revocation Hearings. Under Colorado Revised Statutes, including C.R.S. §17-2-201 and §17-2-202.5, certain parolees are entitled to legal representation at Revocation hearings. The appointment of a qualified attorney ensures compliance with statutory requirements, protects due process rights, and promotes fair decision-making in the parole process. This Solicitation fulfills the State’s legal obligations and ensures consistency, efficiency and fairness in the parole hearing process.
2. Parole Board Administrative Hearings Officer - The Colorado Department of Corrections through this RFP, solicits competitive proposal(s) from prospective Offeror(s) to act as Parole Hearing Officers. Administrative Hearings Officers shall conduct revocation hearings consistent with the duties of a Parole Board Member as outlined in C.R.S 17-2-201, § 17-2-202.5, and Board administrative rules and preside at parole revocation proceedings at various locations in Colorado. As such, Offeror(s) experience in criminal law is desirable. Hearings are conducted by phone and via video conference with the duration of most hearings lasting 20-40 minutes; some complex cases may take longer.
