The Colorado Department of Corrections (CDOC) states herein its belief that the Medi-Span Drug Software Subscription from UpToDate Inc. is the only option compatible or capable of integrating with the medical/pharmaceutical records systems currently used by CDOC. The legacy offender medical/pharmaceutical records system is inseparable and hard coded to interface with the Medi-Span Drug Data Repository Software at this time. Real-time drug repository software is a critical operational necessity to clinical decision support as it alerts users of any drug to drug interactions, drug allergies, therapeutic duplication, inventory management, alongside with the core drug database for dispensing and regulatory compliance. The comprehensive, proprietary embedded drug data subscription underpins the automated pharmacy operations, no other product or service can reasonably meet the Department’s needs.
Due to the necessity for the automated pharmacy operations to function properly, the incompatibility of other pharmaceutical software subscriptions, and the high risk of causing system failure by modifying the integration with the current medical/pharmaceutical records system, the UpToDate Inc, Medi-Span Drug Software Subscription has been deemed the only source from which to purchase a drug data repository software subscription. The term of the subscription will be for 1- year beginning February 2026, after the expiration additional options will be explored as a new records system may be operational at a later date, but at this time the exclusively hard coded and integrated subscription cannot be feasibly replaced with alternative database software products.
This Notice of Proposed Sole Source has been published to allow any prospective competitors or other interested parties to submit comments and/or an objection to the determination that UpToDate Inc./Medi-Span proprietary software is the sole source compatible with CDOC’s current legacy system to purchase the software subscription for clinical pharmaceutical database support.
