The Colorado Department of Corrections (CDOC), representing Colorado Correctional Industries (CCi), expresses its conviction that 3M Company is the sole provider of the Complete Blanking Line Equipment with a double laminator needed to replace the current equipment. The Blanking Line Equipment must be a fully operational plug and play unit, as moving this equipment would impose a significant financial strain and lead to considerable downtime for the CCi Tag Plant. Furthermore, the equipment must be compatible with the space occupied by the previous machine, it features a mechanical press (as opposed to a hydraulic one), and the applicator cabinet must also open on the same side as the control panel in order to meet our needs for license plate production.
3M Company has implemented a product strategy focused on developing a matched component system, ensuring that all products are designed to function cohesively to enhance the performance of the final product. Additionally, these products are supported by a 3M™ Matched Component System (MCS™) five-year warranty. Compatibility to these specialized and proprietary products are critical to the continuous operations at the CCi Tag Plant.
CCi currently possesses and operates a Matan printer, which is included in the 3M™ Matched Component System. For 3M Company to extend the five-year warranty, the Blanking Equipment must be integrated into the MCS™, thereby guaranteeing that the produced license plates meet the performance standards set by 3M Company.
This Notice of Proposed Sole Source has been released to give any prospective competitor(s) or other interested entities the opportunity to present comments and/or objections to the finding that 3M Company is the only source for purchasing the Blanking Equipment. All comments and/or objections must be submitted through bidnetdirect.com//cdoc, no other form of communication or submitted material will be accepted in response to the Sole Source notice.
