Introduction
The State of Colorado, Department of Corrections (CDOC) is soliciting the submittal of qualifications from firms to provide Professional ADA Consulting and Transition Plan Services statewide for a five-year period (2025-2030).
Background
All state correctional facilities are required to meet American with Disabilities Act (ADA) design standards. All facilities were built over 20 years ago and need modifications to align with the current ADA design standards. This project includes field verification and analysis of ADA regulations of non-compliance barrier and targeted improvements.
Project Description
The selected ADA consultant(s) will provide professional ADA consulting services to improve facility accessibility across Colorado Department of Corrections (CDOC) sites. Services will include field verification of existing conditions, comprehensive ADA Title II compliance assessments, feasibility studies, design suggestions, and preparation of opinions of probable cost. Surveys will include inmate and public areas. Many doorways, ramps, thresholds, restrooms and living unit cells, among other things, are expected to be the focus of the existing conditions. Consultants must follow ADA regulations as well as Office of the State Architect (OSA) adopted codes, regulations, and procedures, including plan reviews and inspections. Additional responsibilities may encompass life-cycle cost analysis, regulatory compliance, and contract administration.
