This document is a Request for Proposal (RFP) for Castle Pines Metro District (CPMD)
to procure a qualified consultant who will complete a comprehensive water loss audit in
accordance with American Water Works Association (AWWA) Water Audit and Loss
Control Programs methodology (M36) with the primary goal of establishing
recommendations to reduce unaccounted water in the district. Specifically, this RFP
solicits Proposals to:
• Develop top-down water audit per AWWA M36 Manual, including data
coordination with District Staff.
• Conduct Level 1 validation per Water Research Foundation (WRF) 4639 Manual.
Provide 3V assessment of audit validity and volume and value by non-revenue
water (NRW) component, with recommendations for advanced validation as
warranted.
• Conduct field investigation to assist the District in locating potential areas of
water loss. Consultant is expected to provide a phased approach to the field
investigation and provide recommendations on how to best determine the
locations of unaccounted water. Field investigations should cover the following at
a minimum:
o Pipeline leak detection
o Unmetered usage
o Unauthorized taps
o Meter calibration issues
• Compare current practices and policies of the District against the best practices
as described in the AWWA M36 Manual. Interview various District staff as
necessary to perform a review and evaluation of the detailed information supplied
by District staff and the current practices of the District including:
o Supply meter testing and calibration
o Customer meter database
o Billed and unbilled authorized consumption
o Unauthorized consumption
o System data related to water loss (pressures, water main and service line
inventory)
o Financial and cost data related to production of treated water, and costs
to deliver water throughout the distribution system
Water main replacement program
o Breaks and leaks data and detection
• Perform preliminary economic analysis to determine the cost of the current nonrevenue
water versus the cost of an optimized non-revenue water program
including the expected revenue recovery.
• Establish a preliminary business case with recommendations and prioritization of
components to an optimized non-revenue water program.
• Prepare a final report to include:
o Project background and methodology employed
o Top-down audit, Level 1 validation and 3V assessment results
o Summary of evaluation of the current practices and policies of the District
against best practices
o Economic Analysis
o Preliminary business case with recommendations for areas of
improvement and next steps for non-revenue water program
implementation
The RFP is being issued through Rocky Mountain Bid System.
Firms are invited to submit responses to this RFP (Proposals) describing in detail by
which each proposes to meet the requirements of the Project. Qualifications of Firms
that submit Proposals, especially as they relate to the ability of that firm to successfully
deliver the Project; will be considered as part of the Proposal evaluation and selection
process (see Section 4.3).
By submitting a Proposal, the Consultant agrees that if selected for negotiations, it shall
enter into good faith negotiations, and upon having negotiated mutual agreement as to
the final terms and conditions following negotiations, it shall enter into an agreement,
substantially in the form included in the appendix of this RFP. The criteria by which the
District will evaluate and rank Proposals to determine the selected Consultant with which
the District will initiate negotiations are set forth in Section 4.3.2 of this RFP. The District
reserves the right to suspend negotiations and initiate negotiations with the next highest
ranked Consultant should the District determine that the negotiations are unsuccessful
with the highest ranked Consultant.
