2021006 - Request for Proposal Traffic and Safety Study

The Castle Pines Metro District and The Village at Castle Pines are requesting proposals and estimated pricing for a traffic study of its arterial (Class I, 14.8 miles) and major residential collector (Class II, 16.4 miles) road network in The Village at Castle Pines (map attached) to determine if there is a need for safety improvements and/or speed mitigation measures to be implemented in conjunction with ongoing enforcement by the Castle Pines Homes Association Emergency Services personnel.  As a part of the requested study, the District/Village would like to receive recommendations for potential roadway modifications that could, in the judgment of the consultants, be implemented to both enhance safety and assist in the control of speed to posted speed limits on its roadways.  The District/Village have some limited data on traffic speeds and records of issued traffic violations related to speeds on its roadways.  Proposers may want to gather additional data prior to making recommendations.  The Castle Pines Emergency Services has developed a Traffic Safety and Enforcement Plan in 2013 (attached) that describes the goals and objectives of The Village at Castle Pines in safely managing and enforcing its roadway network.  The District/Village will base its selection on your proposed approach, suggested methods, experience of proposed team, and the value of the proposed scope.  The overall objective of the Study is to assess the adequacy of existing signage (speed limits and stop sign locations) as well as to identify other current hazards to safety.  In addition, the District/Village would like a matrix of potential traffic calming methods followed by an assessment of locations where speed mitigation might be applied and recommendations for the best approaches to implement in those locations.
A pre-proposal meeting to discuss the intent of this project will be held by Zoom on September 24th, 2021 at 10:00 a.m.    Please contact Liz Hardy at (303) 688-8330 to be included in this pre-proposal meeting.  Those wishing to visit The Village at Castle Pines to examine the road network can coordinate such visits with Liz Hardy when arranging for the pre-proposal meeting.  Those interested in proposing to conduct this work should submit their experience and qualifications for conducting this type of work, their proposed scope to conduct the work and provide the requested recommendations, including a schedule and an estimated cost to complete the work.  Proposals are due to October 12th at the Castle Pines Metropolitan District, 5880 Country Club Drive, Castle Rock, CO 80108 by 4:00p.m.  Any follow up discussion with your team required by the District will be scheduled for October 14th, 2021.
