Workforce Boulder County (WFBC) is seeking responses for a One-Stop Operator. The role of the one-stop operator is to coordinate the service delivery of required one-stop partners and service providers through memorandums of understanding. In 2014, the Workforce Innovation and Opportunity Act (WIOA) was signed into law. This Act is designed to help job seekers access employment, education, trainings, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973. The purpose of the workforce system is to provide workforce development activities to customers that will increase employment retention and earnings of participants and increase work-based learning opportunities and occupational skill attainment by participants. WIOA defines the required activities authorized for One-Stop Operators. Bidders are encouraged to read the WIOA (Workforce Innovation and Opportunity Act of 2014) to understand the scope of authorized activities. The WIOA requires the Boulder County Workforce Development Board to choose a One-Stop Operator through a competitive process. The successful vendor will be an organization or individual who will work with the BCWDB to ensure that all partners and service providers are providing access to the one-stop service delivery system as specified in the Workforce Innovation and Opportunity Act of 2014 § 121and Colorado Policy Guidance Letter (PGL) WIOA-2017-09, Change 1.
