Planning, design, construction oversight, and related support services for installation and testing of planned new monitoring wells at Naval Base Ventura County-Point Mugu (NBVC-Point Mugu or Base). The Project is a part of Phase 1 of
United’s planned Extraction Barrier and Brackish Water Treatment (EBB Water) project at the Base, which
is currently in the design and permitting phase.
The Project described in this RFP/Q includes, but may not be limited to, the following activities related to
installation of up to twenty (20) EBB Water Phase 1 monitoring wells (details provided in the “Scope
of Work” section of this RFP/Q):
• Administration and financial reporting
• Kickoff meeting and Project Plan development
• Design of the monitoring wells (including preparation of specifications)
• Oversight and management of well drilling, construction, development, and waste
handling/disposal (cuttings, mud, development water, and other wastes) for the planned
monitoring wells
• Data collection and analysis (lithologic logging and aquifer testing)
• Post-construction reporting, including preparation of as-built drawings and completion reports
All of the planned monitoring wells will be constructed within NBVC-Point Mugu; therefore, cooperation
and coordination between United, the Navy, and the selected Proposer throughout the Project will be
critical for success of the Project. United and the Navy are developing an amended license
agreement that will provide United and its consultants/contractors temporary access to specific
“footprints” of land required during construction of each new planned monitoring well, and smaller
footprints required for long-term access for well sampling and maintenance activities.
