The purpose of this TOS is to solicit engineering services from one (1) Consultant to perform the pre-design, design, bid and award, and design support during construction services for the Project. The primary deliverables for this Project include the First Draft Pre-Design Report, Final Draft Pre-Design Report, Final Pre-Design Report, 50% construction documents, 90% construction documents, 100% construction documents, pre-construction monitoring plan, post-construction monitoring plan, and a draft operations and maintenance (O&M) manual. The Project’s design shall be based on Attachments A and B. The Consultant shall identify all existing street, driveway, parkway, etc. components that will be impacted during the construction of the Project and include the restoration of those components in the Project design. To successfully deliver the Project, it is critical for the BOE and the Consultant to work closely in developing the Project scope and coordinating with, but not limited to, LASAN, Bureau of Street Services (Streets LA), Bureau of Street Lighting (BSL), the Los Angeles Department of Water and Power (LADWP), the Los Angeles Department of Transportation (LADOT), Los Angeles County Department of Public Works, other City departments and CD 15 to coordinate designs, reviews, and approvals that will detail the scope and further facilitate the Project’s construction. The Consultant shall develop and execute the Community Outreach and Engagement Program (COEP) to engage with the local community, obtain Project input, and to mitigate Project impacts to residents, businesses, and commuters.
