Specifications include, but are not limited to: 3.1) Wood coatings must be waterborne and formulated for spray application with a low VOC. 3.2) Wood coatings must comply with the most current emission standards established by the local air quality district as follows. Documents showing compliance to these standards must be available upon request. a. The California South Coast Air Quality Management District for Avenal in Kings County b. The Monterey Bay Unified Air Pollution Control District for Soledad in Marin County c. The Bay Area Air quality Management District for San Quentin in Marin County 3.3) Composition of these products is left entirely to the manufacturer. It will be the manufacturer’s responsibility to formulate these products to meet the detailed requirements specified herein. The choice of all ingredient materials, except as specified herein, is left to the discretion and ingenuity of the manufacturer. 3.4) Ingredients shall be ground to a uniform consistency with the pigments and vehicle mixed to a smooth paste. The pigment shall not settle or cake in the container. The pigment shall be readily broken up with a paddle to a smooth consistency ready for application without the use of thinner or other modification.
