The selected firm will be responsible for the following tasks: A. Franchise Agreement Compliance Review • Develop a checklist to document major service and financial requirements. • Review of each of the major service and financial requirements and assess compliance with documented obligations and the supporting basis for the assessment. • Review performance against service level requirements (e.g., collection frequency, missed pickups, container maintenance). • Review adherence to contamination monitoring, route reviews, and SB 1383 recordkeeping. B. Financial Review • Review financial reports, including gross receipts and calculations of franchise and regulatory fees. • Evaluate the methodology and accuracy of fee remittances and billings (e.g., franchise fees, AB 939 fees, SB 1383 cost recovery). • Review supporting documentation, such as invoices, tonnage reports, and disposal/recycling receipts. • Review financial records for calendar year 2022, 2023 and 2024. C. Tonnage and Diversion Verification • Analyze tonnage reports for compliance with AB 939 and SB1383. • Confirm diversion rates and review the classification of materials (e.g., organics, recyclables, landfill). • Evaluate compliance with organics diversion (SB 1383) and commercial recycling (AB 341, AB 1826) requirements...
