Specifications include, but are not limited to: The Consultant shall serve as the City's representative and provide professional services and expertise to design the Washington District Underground Utility Infill and Upgrade Project in compliance with the SACOG grand funding requirements and governing code and regulations applicable to each work effort. The Consultant shall perform, but is not limited to, the work described herein: • Conduct a kick-off meeting with the City, Consultant, and key project members to review and refine the work scope and schedule; identify critical milestone; identify critical grant funding requirements; and establish appropriate lines of communication prior to any work beginning. • Consultant shall produced a baseline schedule and regular progress update schedules. • Consultant shall conduct regular progress meetings (in-person and/or virtual) to discuss the design progress, project constraints, project information needs, and schedule update. • Consultant shall conduct special meetings, as needed, to inform key project stakeholders (e.g., SACOG, tribal groups, etc.) of the design progress and project considerations and constraints. • Prepare a preliminary design report (30% design) that will define the Consultant's design approach, the design criteria, design concern and constraints, infrastructure needs, environmental and cultural need and constraints, permitting requirements, additional informational needs from the City or need for more in-depth investigation, recommendations, schedule and cost, etc. • 75%, 100%, Bid Ready Design Milestones: Prepare contract documents (plans, specifications and cost estimates), calculations and engineering documents/reports. • Perform topographical and other utility field investigation to support the design. • Conduct field investigation and condition assessments (e.g., CCTV) of existing utilities to make sound engineering decisions on how best and most effectively install, replace and/or rehabilitate each utility. • Coordinate with associated utilities; prepare utility "A", "B", & "C" Letters. • Review California Environmental Quality Act (CEQA) documentation and verify all mitigation conditions. If necessary, provide environmental and cultural resource specialist. • Provide Bid Support and prepare conformed documents. • Design Support During Construction: Review and respond to submittals, RFIs, provide design clarifications, assist in change order reviews, review as-built plans and prepare Record Drawings.
