Specifications include, but are not limited to:The City of Santa Ana is seeking a qualified firm to provide professional engineering design services to prepare Plans, Specifications, and Estimates (PS&E) package for the street improvements and widening, including but not limited to the installation of parkway, raised median landscape, storm drain, protected bike lanes, soundwalls, street lights, traffic signal and potentially under-grounding overhead utility facilities. The City of Santa Ana (City) desires to enter into an Agreement with a qualified professional engineering consulting firm for the preparation of two (2) PS&E packages for the Warner Avenue Improvements from Oak Street to Grand Avenue (Phase 2A) and Warner Avenue Improvements from Grand Avenue to Wright Street (Phase 2B). Within the City, Warner Avenue is classified as an East-West Major Arterial per the City’s General Plan Circulation Element (GPCE) and the County of Orange’s Master Plan of Arterial Highway (MPAH). The City Council Adopted the Environmental Impact Report on September 1, 2015, the FEIR is available to the public in the City’s website (http://santaana.org/pwa/documents/DEIRLinkPage_revisions8_19_2015.pdf). The City is proposing to widen Warner Avenue between Oak Street and Wright Street from a four-lane roadway to a sixlane arterial to address safety issues and provide adequate vehicular capacity. Additional improvements include widening sidewalk, installing parkway, raised median landscape, storm drain mainline, laterals and catch basins, protected bike lanes, soundwalls, street lights, traffic signal and addressing drainage issue and potentially undergrounding overhead utility facilities. The Warner Avenue project is funded through the Measure M2 Comprehensive Transportation Funding Programs (CTFP) and local Transportation System Improvement Area (TSIA).
