Specifications include, but are not limited to: The purpose of the Vocational English as a Second Language (VESL) program is to provide services focusing on supporting refugee families in the U.S. to acquire the necessary skills to obtain jobs as quickly as possible while developing plans to upgrade employment for more hours, better pay and benefits, so that participants can achieve selfsufficiency. VESL services shall ensure employment and training placements are achieved, specialized language barriers are efficiently addressed, community relationships are strengthened, and more of San Diego’s refugee population becomes gainfully employed. Services shall also include the ability to create and utilize employment and training opportunities that will lead refugee participants to future employment.
