Specifications include, but are not limited to: The MSA is intended to assist State Agencies and Optional Users (Local Governments, Colleges/Universities, K-12 Public School Districts and Special Districts empowered to expend public funds), hereafter referred to collectively as User Agencies, obtain temporary staffing services to fill temporary vacancies, cover for fulltime employees on extended leave; for when appropriate staffing levels cannot be maintained with civil service staff; the requested services are not available within state civil service; or as required to fit the need of the User Agency to contract out for services. Contractor shall: A. Screen potential candidates through license checks, resume review, pre-screening interview, reference checks, and background checks that include, but are not limited to, a criminal history search and education verification. User Agency shall specify its exact needs to the Contractor. B. Provide all labor, materials, staff, transportation, license, permits and every other item of expense necessary, unless otherwise stated. C. Provide confidential reports, excluding personally identifiable information as determined by the User Agency summarizing the findings as defined in 5.A. Confidentiality policies, procedures and methods shall be addressed in the Subsidiary Agreement. Records may be exempt from disclosure by statute or other authority per Government Code section 6254 et seq. D. Identify qualified candidates for specific positions as requested by User Agency and maintain contact with interested and qualified leads throughout the Agreement. E. Recommend one to five (1-5) qualified candidates for final consideration for each category position identified. The User Agency may request more than five (5) candidate recommendations from the Contractor if it deems it necessary within the Subsidiary Agreement and/or User Agency Statement of Work. F. Meet with designated User Agency staff, unless otherwise specified by the User Agency, on a monthly basis to report on progress regarding current and planned efforts, advertising needs, results of efforts, issues, etc. G. Unless otherwise specified in the Subsidiary Agreement, the Contractor shall be reachable by email, telephone, cell phone, or answering machine between the hours 8:00 A.M. and 5:00 P.M., Monday through Friday. User Agencies may request the Contractor to provide written or verbal correspondence 24 hours a day, 7 days a week, if so, this will be specified in the Subsidiary Agreement. H. Provide alternative methods of contact such as cell phone, pager or as specified by the User Agency to receive notice of last-minute calendar changes.
