A consultant to compile citywide mobility needs, refine mobility investment principles and objectives, and integrate a prioritization framework to develop a short-range Mobility Action Plan. To support a UBM approach, in partnership with LADOT staff, the consultant will refine the definition of UBM and identify areas most lacking UBM across the city to prioritize engagement and investment. The consultant will also create and implement a community engagement plan for high-level citywide feedback and in-depth engagement within UBM investment areas. The Consultant should develop a prioritization framework that builds on the existing Mobility Investment Program Scoring Tool and pre-existing program prioritization metrics in order to evaluate projects. The Mobility Action Plan will provide a comprehensive overview of short-range (5 years) and long-range (beyond 5 years) mobility projects and programs. The short-range projects will be fiscally constrained to investments that can be delivered within the next five years. The plan will also include long-range projects that are fiscally unconstrained and represent the City's mobility investment priorities beyond the five-year horizon.
