Specifications include, but are not limited to: The City of Malibu is interested in contracting with a highly qualified consulting firm to provide administrative services related to solid waste and recycling, environmental compliance, sustainability, and outreach programs. 1. Implement and assist with the City's current solid waste and sustainability planning procedures and policies and expand as needed to increase landfill diversion; 2. Review, research, advise, and assist on upcoming and current legislation and regulations which may affect the City’s solid waste programs and greenhouse gas emissions; 3. Review and research other cities’ zero waste policies and new solid waste technology and innovations such as food waste and recovery programs for the City’s consideration. 4. Develop and implement various solid waste programs to be in compliance with regulations including California State Assembly Bills (AB) 32, 939, 1826, and 341; 5. Review and prepare solid waste and universal waste contract documents, solid waste hauler permits, and solid waste franchise agreements; 6. Assist with tracking and managing solid waste hauler permits and franchise agreement requirements; 7. Manage, assist collection of, and track fees associated with solid waste hauler permits and franchises from residential, commercial, and industrial solid waste collection services and special container rentals and placements; 8. Review and research relevant grants, funding, and incentive programs that the City may want to apply for, such as grants from CalRecycle and California Public Utilities Commission (CPUC). 9. Review and assist with various grant and funding programs applications, funding agreement requirements, and expenditures tracking such as the Department of Resources Recycling and Recovery (CalRecycle) City/County Annual Payment and Reporting Program; 10. Provide inspection services including, but not limited to inspections and documentation to ensure compliance with local waste management laws and improving waste management and recycling throughout the community such as mandatory composting and recycling.
