LADWP needs to remove and dispose soils stockpiled on a field site. The site is located in Los Angeles County, about 22 miles from the northern city limits of the City of Los Angeles (City); latitude and longitude are (34°35'47.64"N 118°39'54.25"W). The site is adjacent to LADWP’s Castaic Power Plant, which is accessed off Templin Highway from the I-5 freeway, approximately 10 miles north of Valencia, California. There are approximate 2,000,000 cubic yards of soils stockpiled, with an additional 500,000 cubic yards expected to be accumulated by the end of 2026. The source of the material came from soil erosion due to storm events traveling through the area and was cleared out from debris basins in the past decades. The soils are non-homogeneous (heterogeneous), including sands, silty sands, sandy silts, clays, gravels, some cobbles and boulders. LADWP is seeking any interest in salvaging the entire or a significant portion of the soils at no cost to LADWP in the immediate term. LADWP is also planning to solicit proposals to remove and dispose of any remaining part of the soils. The Contract Objective will be to remove and dispose approximately 300,000 cubic yards annually.
