Specifications include, but are not limited to: The purpose of this time and materials-based contract is to acquire a Software as a Service (SaaS) product to use as a case management tool. The Employment Development Department (EDD) Investigation Division (ID) needs to acquire a Law Enforcement Case Management tool. This tool must be a fully hosted SaaS product. ID has determined the best SaaS product for this need is Executive Information Service’s Resource Management System (RMS) or a functionality equivalent product. The tool will be used to perform criminal investigations of suspected violations of the Unemployment Insurance Code, Penal Code of California, and the United States Code, which are dedicated to protecting the integrity of EDD programs and resources. These functions include ongoing partnerships with other state and federal law enforcement agencies through information exchange and mutual criminal investigations. The ID also provides intelligence analysis support to the EDD Unemployment Insurance (UI), Disability Insurance (DI), and Employment Tax programs through intelligence analysis of fraud allegations perpetrated against those programs.
