Specifications include, but are not limited to: ssist with administration of a short-term rental program, including address identification and data reporting, compliance monitoring, enforcement, and tax collection support.In recent years, many cities have created rules and regulations in response to the growth of the short-term rental (STR) industry facilitated by online platforms such as AirBnB, HomeAway, VRBO, and Flipkey. In 2017, the City began to examine the state of the STR industry within the city in response to concerns voiced by citizen groups over safety, nuisance activity, and potential loss of neighborhood character due to the increase in STR activity, as well as concerns over the potential loss of Transient Occupancy Tax (TOT) not being collected from the residential short-term rentals.Following a series of studies and public participation events, in December 2018, the City Council directed the City Attorney to prepare an ordinance to implement the regulation of STRs with specified limitations. A short-term rental ordinance is currently under review and will likely be adopted in the coming months. Key elements of the proposed ordinance include the following:1. A STR host would be required to register with the City and obtain a unique STR registration identification number valid for one year.2. A STR host may operate up to two non-primary residence STRs or three if one STR is a primary residence.3. Non-primary residence STRs in multi-family buildings will be limited based on a sliding scale.4. The number of guests will be limited to two guests per bedroom plus two, for a maximum of ten guests per STR with outdoor quiet hours in effect between 10:00 p.m. and 7:00 a.m.5. A local 24-hour contact person will have to be available to respond to complaints within one hour.6. An Occasional Event Permit will be required to host special events in STRs.7. An optional ban on un-hosted STRs may be implemented by a vote of property owners within a geographic area. (It is anticipated that City staff will administer this option).8. Hosting platforms shall not process or complete any booking transaction for any STR unless a valid STR registration number has been issued by the City.9. Enforcement measures including the issuance of fines for noncompliance.10.
