Specifications include, but are not limited to: SMUD is seeking Proposals from qualified Proposers to provide Program Administrator services for SMUD’s Zero Carbon Programs. For this RFQ, Proposers shall share how they are qualified to provide and support the efforts below. Qualified Proposers will be invited to participate in the subsequent RFP.1. Program Administration for the following customer programs:· Advanced Home Solutions (AHS):o Home Performance Program (HPP)o Residential Single Measure Program (RSM)o Residential Express Water Heater Replacement Service (EWH)· SMUD Charge@Home Program (C@H)· Commercial Zero Carbon Plan Programs (CZCP)Collectively these programs are described within this document as the “SMUD Zero Carbon Programs.”2. Maintain and grow the SMUD Contractor Network (SCN). SMUD has over 200 contractors in its current network (see listing at SMUDContractorNetwork.org), including both residential and commercial contractors.3. Secure a robust software-as-a-service that supports workflow automation for the HPP, RSM, EWH, C@H, CZCP, and SCN, provides data validation and error checking, manages contractor submittals, handles all program tracking and reporting, and provides contractors, customers, and SMUD role-based access to program and project details.For purposes of this RFQ, we are referring to the management of the efforts described above as “Program Administration.” SMUD is looking for a Program Administrator (PA) for the program who will continue to bring fresh ideas and efficiencies to the program, to deliver enhanced customer service, greater carbon reductions, and more energy savings, all while ensuring the program supports the growth of our local contractor businesses.
