Specifications include, but are not limited to: Mandated cost reimbursement services as per Senate Bill 90 (SB 90), Chapter 1406, Statutes of 1972 and Article XIII B of the State Constitution, which was added by Proposition 4 in 1979. The statutes generally require the State to reimburse local jurisdictions for the cost of administering newly mandated State programs or increasing mandated service levels for existing State programs. The CAO oversees and coordinates the mandated cost reimbursement process for all applicable County agencies and departments. The Contractor shall: Perform and carry out in a professional manner services with respect to the preparation and filing of mandated cost reimbursement claims with the State Controller’s Office (SCO) in a manner consistent with the provisions of Chapter 486, Statutes of 1975. Be responsible for, but not limited to, the following items in regard to annual mandated cost reimbursement claims: Each year, identify all mandated cost reimbursement claims that the County is eligible to file for; identify and inform County staff of new and suspended mandates; provide training, detailed guidelines, and appropriate tools to department staff for preparing new claims; and create detailed plans on how to ensure on-time preparation, review and submission of claims.
