SCOPE OF WORK For Tasks 1 and 2, please include the total budget as tasks may need to be modified to meet budget constraints. Please also identify additional optional tasks. 1. Consultant Responsibilities: Upon consultant selection, the consultant(s) will undertake the tasks below. Task 1: San Pablo Avenue Specific Plan Implementation Plan and Strategy The City entitled approximately 18 multifamily and commercial projects under the San Pablo Avenue Specific Plan adopted in 2014 and was reaching the capacity evaluated in its program Environmental Impact Report (EIR). To be prepared to continue to advance the goals of the Plan, the City adopted an updated Plan and Supplemental EIR in 2022. The City has aimed to be very proactive in implementing the Plan. With the many changes precipitated by the pandemic, changing State laws, and a suite of challenging financial feasibility factors, such as construction costs and interest rates, the City aims to evaluate and identify constraints and/or policy opportunities to continue to advance the Plan and support the City’s vision as articulated in the Plan. The consultant shall undertake a technical analysis study to inform real estate trends and economic development activities for both commercial and residential markets. This analysis should consider several factors, including identification of constraints, opportunities and resources needed to support/improve market conditions and feasibility. In addition, the consultant shall understand the local economy to identify business attraction and retention programs for all sizes and types of businesses as well as evaluating existing and new commercial spaces. Deliverable: The consultant will provide a written report analyzing current conditions along with future program and policy recommendations for City Council consideration. The consultant will also participate with City staff in a presentation to the City Council. Task 2: Affordable Housing/Anti-Displacement Strategy Building upon the existing Affordable Housing Strategy and Housing Element, the City is looking to evaluate programs, policies and best practices aimed at the production, preservation and protection of housing opportunities for low-income and special needs households in consideration with MTC’s Transit-Oriented Communities policy. Since 2017, two multifamily housing projects were completed providing 81 new affordable units. Currently, 69 affordable units are under construction with completion targeted in Spring 2026. A second 70-unit affordable housing project at the El Cerrito Plaza BART transit-oriented development (TOD) is in the building permit review phase. This task may be delivered in memo format and aims to evaluate and recommend policy strategies to meet the City’s affordable housing goals and prevent displacement, inclusive of the policies already included in the Affordable Housing Strategy and Housing Element. An analysis of the financial resources needed to implement the City’s RHNA goals of producing 526 affordable units to very-low and low-income households is a key component of this task. Additionally, the City is also exploring the affordable housing policy tools needed to implement MTC’s Transit-Oriented Communities Policy. Deliverable: The consultant will provide a written report evaluating existing policies and prospective program and policy recommendations for City Council consideration. The consultant will also participate with City staff in a presentation to the City Council. Task 3: On-Call Affordable Housing and Economic Development Services The City is seeking qualified professionals or consultants to submit a SOQ demonstrating the ability to perform affordable housing and economic development related professional services on an on-call basis. The City intends to select up to three firms to provide these services. The term of the contract will be three (3) years with options to extend an additional two (2) years not to exceed $50,000 annually, budget dependent. This document outlines the requirements to submit a SOQ in response to this RFQ. Should the City need additional firms, or skill sets, during the term of the contract, additional SOQs may be sought. The on-call contract will be for an amount not to exceed $50,000, budget dependent. However, additional contract authority may be sought should larger projects and funding be identified
