Specifications include, but are not limited to: Cases will be assigned to the Contractor when HCIDLA determines that the property or dwelling unit is accepted into the REAP or UMP programs. The Contractor will provide outreach and educational services to the owners whose units are included in the referral; provide advocacy through counseling and technical assistance with matters directly related to REAP and UMP, including but not limited to facilitating communication with the Department’s Code Enforcement Division; educating property owners regarding Housing Code violations and explaining the violations which need to be corrected on the property; providing assistance on how to complete the work required; linking property owners to those who can provide the needed services; providing property owners with the status of their case; assisting HCIDLA in gaining access to the dwelling units assigned to the Contractor for assessing violations; and explaining provisions of REAP and UMP ordinances and regulations. Overall, the Contractor will be available to assist landlords in navigating through the REAP/UMP removal process.
