Specifications include, but are not limited to: The selected consultant shall prepare two (2) separate traffic study reports as follows: 1. Evaluate existing traffic circulation and determine level of service and delay at major intersections adjacent to the following eight (8) at-grade rail crossings: a. Villa Terrace b. East Bellevue Avenue c. 1st Avenue d. 2nd Avenue e. 3rd Avenue f. E. 4th Avenue g. E. 5th Avenue h. 9th Avenue 2. Identify alternate routes and determine level of service and delay impacts at all adjacent or impacted intersections if the following streets or combination of streets are closed to through traffic at rail crossings: a. Villa Terrace b. East Bellevue Avenue c. Villa Terrace and East Bellevue Avenue The major tasks of work include, but are not limited to: 1. Documentation and Meetings: Attend a kick-off meeting with City staff prior to starting work. Prepare a draft report for review by the City and facilitate a meeting for City staff to review and discuss the results. Record and incorporate City comments into the final reports. 2. Vehicular, Bicycle, and Pedestrian Counts: Collect turning movement counts and average daily traffic counts during peak hours as necessary to perform the studies. 3. Field Observations: Identify geometric or topographic features at each intersection that may affect the results of the study and calibrate traffic model to field observations. 4. Intersection Analysis: Calculate level of service and delay at all adjacent or impacted intersections during peak and off-peak times. Collect and analyze data on past collisions.
