Specifications include, but are not limited to: The SI must provide project management and oversight of the system development and implementation effort • The SI must provide weekly reporting of status including progress, plans and issues • The SI must provide quantitative reporting of progress including burndown charts, velocity charts, release burndown charts, ongoing reporting of broken sprints and defect escape rate or equivalent metrics at least monthly • The SI must create Deliverable Expectation Documents for every project deliverable • The SI must provide monthly reporting of baseline cost and estimate at complete taking account of progress to date • The SI must conduct “sprint reviews” with key Assessor stakeholders at the conclusion of each sprint to review progress and identify any course corrections that may be needed ; • The SI must use a Project Management methodology and approach that meets or exceeds industry best practices (e.g., PMBOK, IEEE, ISO, etc.). • The SI must use a Project Management methodology that is well aligned to agile development approaches (Scrum, etc.) ; • The SI must evaluate ARC’s cloud readiness posture, and perform a network assessment to identify impact on the ARC’s internet pipe and local network • The SI must identify the infrastructure requirements (cloud/on-premise, compute and storage sizing, environments, etc.) and document technical specifications • The SI must analyze the structure of the existing Assessor System and develop an initial decommissioning plan that explains what portion of the system will be decommissioned and replaced each month. • The SI must create an initial architecture and design of the PaaS platform, tools, utilities and services to be leveraged for development and operations of the new system.
