Specifications include, but are not limited to: (1). The REG 422 and REG 430 are standard #7 shell window envelopes measuring seven and five-eighth inch (7-5/8”) in width by four and one-half inch (4-1/2”) in height. (2). Materials include 24# white wove paper, polystyrene patch material, and industrial standard gum. Performance Requirements (1). The DMV utilizes mass mail equipment; therefore, the envelopes shall meet the following performance requirements: a. In eight (8) hours of mail-insertion operations, the envelopes utilized shall not cause more than twenty (20) minutes of equipment downtime from jamming or crashing. b. Envelopes shall not be scored or damaged in any manner or degree detrimental to mass mail processing (e.g., "paper threads or hanging shards" left by a bad knife cut). c. Prints shall never encroach on postal processing space. Envelopes and prints shall comply with United States Postal Service (USPS) specifications found in the Domestic Mail Manual (DMM), Section 102, and ‘Elements on the Face of a Mail Piece.’ d. Flaps shall evidence secure, full flap length, non-curl closure, and not stick to contents. e. Seams, windows, patches, and adhesive shall not cause insertion failure. f. Adhesive shall not result in envelopes that stick to each other before insertion or after sealing. Construction (1). Envelope Size a. Standard #7 envelope (7-5/8” x 4-1/2”). (2). Paper a. Stock shall be: 1. White wove sub twenty-four (24) pound. 2. Caliper .00470” - .00530” acceptable range, 00488” optimum caliper. 3. One-hundred seventy (170) plus or minus fifteen (±15) Sheffield Units (SU) of smoothness on the felt side (outside). 4. Brightness (90% - 92%). 5. Opacity (90%) for high volume mail operations. (3). Printing and Ink a. Copy prints on front and back panels (felt side). Print shall match submitted copy.
