Specifications include, but are not limited to: 2.1 The polygraph examination will cover general information about the candidate to include, but not be limited to, employment history, prior police history, military services, criminal activity, illegal drugs, employment theft, financial issues, gambling, internet use, illegal drug use, drinking habits and incidence of domestic violence. 2.2 Contractor will conduct follow-up polygraph examinations of applicants if the City has unresolved concerns in any one or more of the tested areas. 2.3 Contractor will submit a detailed written report via E-Mail to the Commanding Officer of the SFPD Background Unit within 3 (three) working days documenting the candidate’s responses in the tested categories, and will include comments of the polygraph examiner, the polygraph examination, and the results of the polygraph. The report shall also have the name of the assigned Investigator from the SFPD. 2.4 Contractor will testify in court or Administrative Hearings as necessary to support the polygraph findings. 2.5 Contractor will have a business site with adequate interrogation facilities. A video or audio recording of each polygraph examination shall be required. Contractor shall be required to retain a copy of the audio or video recording of each examination for a period of three years or longer. 2.6 Contractor must have adequate staffing to handle the heavy volume of examinations during the accelerated hiring periods that the SFPD will be undertaking over the course of the agreement. 2.7 During business hours, Contractor’s business must have either a professional answering service or a full-time employee to handle the heavy workload of examination appointments, cancellations or re-schedules. 2.8 Proof of identity of each applicant shall be confirmed with a valid California Driver’s License or California Identification card. 2.9 Contractor shall provide consent forms and obtain signatures releasing the City and County of San Francisco from any liability from each applicant before and after each polygraph examination.
