The County of Santa Clara (County) is seeking proposals from qualified vendors to provide pre-employment background check services for its conditional hires and monthly healthcare exclusion screening services for its employees, volunteers, vendors, and contractors. The County conducts pre-employment background checks on conditional hires for certain job classifications through a third-party service vendor. Services performed during the pre-employment background check may include Social Security Number verification; criminal records check; civil records check; Department of Motor Vehicle history check; education verification; professional license/certificate verification; former employment verification; etc. It should be noted that background checks conducted for employment in County law enforcement agencies, a limited number of positions working with information technology systems, and positions that work with vulnerable populations are not part of the scope of this RFP; such background investigations are more extensive in nature and are conducted by sworn law enforcement officers in the respective departments. In addition to the pre-employment background checks, the County uses a third-party service vendor to conduct monthly healthcare exclusion screenings on its employees, volunteers, vendors, and contractors as required by the Office of Inspector General and the California Department of Health Care Services. The selected vendor is expected to provide both pre-employment background checks and monthly healthcare exclusion screenings for the County.
