1. Needs Assessment: The Needs Assessment will study the parks system and recreation facilities, existing demographics and conditions, projected demographics, and public input (including a minimum of three community workshops) to determine how well existing facilities address the community’s current and future needs. Further proposer will analyze if the available inventory of parks and recreation facilities within the City and Sphere of Influence align with nationally recognized standards, as well as any other surpluses or deficiencies. This should also include identification of partnership opportunities including nonprofit partnerships, private businesses, County of Fresno, and national and state programs. 2. Programs, Collaboration, and Growth: The Proposal should outline creation of a river corridor park space, location and development of a sports park, and collaboration/coordination with surrounding agencies and non-profit groups to benefit and enhance existing and future parks and recreation programs. 3. Recommended Modifications/Additions: The Needs Assessment will provide the data necessary to evaluate how the parks and recreation facilities meet current and future needs and whether modification and/or additions will be required. The consultant will be expected to make recommendations which take into account the current and future needs, condition of existing facilities and cost modifications in determining how to serve the long-range needs of the community. Additionally, the consultant must prepare an implementation action plan, which estimates annual costs of implementation (capital, operating, maintenance, and replacement) and identify funding sources. 4. Financial Implementation: A review of revenue sources and financing strategies will be completed, in coordination with City staff, as part of the Plan. This should focus on leveraging grants and other state funds to facilitate the recommendations identified. Assessing current revenue streams such as existing Community Facility District funds should be included.
