Specifications include, but are not limited to: The following section provides a summary of the required parking enforcement services for the City. During the hours of operation established by the City, the Contractor will manage, operate, direct, and supervise the parking enforcement operation throughout the term of the agreement. Respondents are encouraged to identify how their proposed solution and approach to managing parking enforcement support for the City will be implemented. Services to be provided by Contractor will include without limitation the following: a. Management and operation of the parking enforcement services, including supervision of the parking enforcement employees, Mobile License Plate Recognition (LPR) equipped enforcement vehicles, administration, and monitoring of citation issuance in accordance with the California Vehicle Code and the San Gabriel Municipal Code. These enforcement responsibilities shall include, but not limited to: i. Safety regulations as posted or marked at the curb ii. Residential permit parking districts as posted iii. Time limited parking iv. Oversized vehicle parking v. Temporary parking restrictions as posted or marked at the curb vi. Citizen requests for enforcement such as a blocked driveway vii. Citizen requests for enforcement such as parking on private property viii. Disabled spaces; b. Operation, maintenance, and ownership of all parking enforcement technology required to perform contracted services, including, but not limited to, Mobile LPR vehicle(s), hardware, and software, any enforcement handheld devices, operating systems, and antivirus software. c. Employment of such parking enforcement and other personnel for the management and operation of the enforcement services; d. Maintenance of accounting records of all income and expenses related to the management and operation of the enforcement services; e. Maintenance of all equipment, materials, and workspaces in a professional condition; f. Coordination with selected vendors for future implementation of license plate verification for residential parking permit districts; g. Daily coordination with City of San Gabriel Police Department with enforcement duties and ongoing efforts; h. Periodic consultation with the City on matters relating to the management and operation of the enforcement services, including providing the City with recommendations on how to increase the efficiency and lower the cost of parking enforcement operations; and i. Periodic consultation with the City on matters related to technology, innovation, and operations that may increase the efficiency and lower the cost of parking enforcement operations.
