Specifications include, but are not limited to: Task 1: Identify and Engage Stakeholders The Local Roadway Safety Plan (LRSP) will be developed in close partnerships with stakeholders, including community residents, businesses and schools, and first responders (Coalinga Police Department and Coalinga Fire Department). Stakeholders will be convened at least two times during the development of the plan for the following activities: 1) Identify high need areas and stakeholder priorities and establish LRSP vision and goals; 2) Review potential solutions and countermeasures and review draft LRSP; 3) Prioritize implementation; and 4) Review and comment on Final LRSP. Task 2: Data Collection and Review The Consultant will collect and review existing data, programs, policies and activities, and provide a summary of current efforts to address transportation safety β including identifying programs that have evidence of measurable success. The Consultant will review traffic data, including crashes, severity of crashes, traffic patterns and roadway conditions. Recent fatal pedestrian collisions are of special concern in Coalinga. The resulting analysis will document findings which may include any trends or patterns in crash type, driver factors, roadway features, vehicle factors and environmental conditions. Task 3: Proposed Countermeasures The Consultant will assist the City and stakeholders in identifying emphasis areas and establishing goal and strategies (including specific countermeasures) to improve traffic safety. The countermeasures will include the β4 Esβ of highway safety: Engineering, Enforcement, Education, and Emergency Response. Countermeasures will be specifically targeted to address emphasis areas, and may include installation of pedestrian countdown heads, DUI checkpoints, pedestrian safety education, seatbelt enforcement and increased data collection and analysis. The Consultant will identify a lead agency for each countermeasure and establish measurable objectives and goals.
