Please note: This is a Sole Source Notification. The purpose of this contract is to continue operation of a state-of-the-art leadership academy, known as the Washington State Leadership Academy (WSLA), for school principals and administrators based on research correlating leadership practices for effective implementation of Washington State required initiatives and student achievement in Washington State. This work is state mandated, and the funding is authorized by the Legislature in Engrossed Substitute Senate Bill 5167. The proposed Contractor will convene the Washington State Leadership Academy Board of educational specialists to assist in the continued implementation and revision of the Academy’s job-embedded, professional development initiatives accessible throughout the state. They will also review research to identify leadership characteristics, skills, and practices positively associated with improved student achievement, as well as leadership development models found to be successful in other states. This will allow AWSP to enhance Leadership Academy program content/curricula development. Under the proposed contract, WSPEF will subcontract with approximately thirty-five (35) instructors and coaches, and two (2) lead advisors, and conduct ten (10) regional meetings, and three (3) statewide. The Leadership Academy will include 340 participants, with approximately 150 new recruited members. Services may also include a program evaluation subcontracted with an independent, third-party evaluation source, which will include participant perceptions, documentation of changes in leadership beliefs and practices, and resulting effects on student learning.
