Specifications include, but are not limited to: The City of Berkeley (the “City”) Planning and Development Department seeks to pre-qualify Planning Consultants to support staff in the review and approval process of development projects, including entitlement review, environmental review and technical analysis. Consultants will assist staff and/or function as lead planners for development applications requiring dedicated staff. Consultant tasks may include project management; use permit review, analysis, report writing and public presentation; and/or environmental review. Environmental planning assistance may also be included for projects managed by City staff, including preparation of Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports (EIR), Statutory Worksheets, and Environmental Assessments (EA). In addition, expertise is being sought to provide technical analysis of one or more potential environmental impacts such as, but not limited to: visual/ aesthetics, biological resources including arborist, noise, traffic/circulation/parking, air quality, greenhouse gas emissions, hydrology, geotechnical, cultural resources (historic, architectural, archaeologic, tribal) and toxicology/hazardous materials, as well as assistance with analysis of telecommunication facility applications, and of economic issues related to development projects or proposed City policy initiatives.
