• Relocation services in compliance with the Federal Highway Administration (FHWA), within the U.S. Department of Transportation, as the lead agency for administering URA. FHWA regulations, effective February 2005, implement the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA) of 1970, as amended (49 CFR Part 24). • Relocation services in compliance with section 104(d) of the Housing and Community Development Act of 1974 and the implementing regulations at 24 CFR Part 570.488, 24 CFR 42; and 24 CFR 570.606 of the CDBG Regulations. • Relocation services in compliance with the U.S. Department of Housing and Urban Development HUD Handbook 1378. • Relocation services in compliance with California Government Code sections 7260 through 7277. • Preparation and implementation of Relocation Plan, providing eligible displacees with required financial and advisory assistance; and administration of 30-day public comment period for as required. • Preparation and delivery of required notices and brochures, including but not limited to, General Information Notice and 90-Day Notice to Vacate. • Determine eligibility, calculate benefits, and provide entitlement letters. • Conduct "decent, safe and sanitary" inspections of comparable replacement dwellings. • Completion of applicable claim forms, submission of claim forms to City, and delivery of payment to displacee. • Referrals to, and coordination with, social service agencies, housing authorities, and affordable housing providers. • Documentation of all contacts, activities, and relocation functions for delivery to City upon completion of all federal, state, and local requirements.
