1. Project Management The Consultant shall be responsible for project management activities throughout the life of the contract and the scope of activities includes but is not limited to, coordinating and being responsible for scheduling meetings, managing the project schedule, preparing, and distributing minutes, field reviews, tracking action items for the County and consultant subcontractors, and preparing all submissions for the County. Any modifications proposed to this solicitation are welcome provided they are innovative, advanced, and well thought out methodologies and shall be identified as optional and priced out separately in the sealed fee SOQ. 2. Preconstruction and Bidding Phase • Review contract documents for completeness, overall coherency and constructability, and conformance to Caltrans guidelines. • Advise the County on anticipated addenda or contract change orders. • Assist the County with the receipt of questions from bidders. • Assist in the review and preparation of Addenda to be issued to the Bidders. • Assist in the bid analysis, check accuracy of bids, assist in identifying the lowest responsive bidder, and make recommendations to the County for award of contracts or rejection of bids. • Coordinate and conduct a pre-construction meeting with the County and construction contractor. • Coordinate and conduct a pre-construction meeting that includes all agencies, utilities, and contractors that will be participating in the Project. 3. Administration The CM Firm, in a lead capacity and in conformance with the County and Caltrans requirements and in coordination with the Design Engineer, shall provide administration of the contract of Construction set forth below. • Administer the construction contract in conformance with the requirements set forth in the Caltrans Construction Manual, Caltrans Local Procedure Manual, Caltrans Encroachment Permit, and the County.
