• Raise the levee as needed to provide three feet of freeboard measured using the design water surface elevation (DWSE) of 21.5’North American Vertical Datum of 1988 (NAVD 88). • Construct a bladder dam to be deployed where the levee intersects I-5 only when flooding occurs. • East of I-5, replace the existing floodwall as needed to the 25-foot elevation, to provide resilience to future changes. • East of and paralleling the UPRR, where right-of-way is limited, construct a short floodwall to the 25-foot elevation. • Conduct ancillary excavation and fill placement as necessary to relocate drainage ditches and meet levee slope and construction standards. • Incorporate a wind-wave buffer as a nature-based feature to protect against wave erosion, provide resiliency, and improve the habitat quality of lower Morrison Creek and the Beach Lake habitat area. • Conduct community engagement and stakeholder outreach. • Complete or obtain all permits and FEMA Environmental and Historical Preservation (EHP) review, including California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), necessary to get approval for construction. • Conduct planning for any necessary real estate easements.
