Specifications include, but are not limited to: The County of Los Angeles, Chief Executive Office (CEO), by and through its agent the Community Development Commission of the County of Los Angeles (Commission), is issuing this Request for Proposals (RFP) to solicit proposals for the design, construction, and financing of a mixed-use project in South Los Angeles. The County of Los Angeles (County) intends to enter into a long-term lease agreement with a developer or development team to develop and manage a mixed-use project comprised of affordable housing, community-serving retail, a transit career training center, a parking structure, and a publicly accessible transit plaza as part of the Vermont and Manchester Transit Priority Joint Development Project Site (Transit Priority Project), located on the east side of 8400 and 8500 blocks of South Vermont Avenue (Property). The Transit Priority Project is a larger development that includes a boarding school. The subject of this Request for Proposals is the development of the transit plaza, affordable housing, ground floor commercial/retail, a transit career training center and the parking structure components (Project) of the Transit Priority Project.
