Specifications include, but are not limited to: complete a wildland fire management plan (herein referred to as Plan) for the seven (7) OCTA Preserves. This Plan is a requirement of the NCCP/HCP and should be prepared consistent with that document and in consultation with the applicable Orange County and local fire agencies as well as the USFWS and the CDFW (i.e. wildlife agencies). The Plan should establish policies and approaches to maximize protection of biological resources during fire suppression activities, to the degree feasible. The Plan should provide guidelines for decision-making at all stages, including fire prevention, pre-fire vegetation management, suppression activities and post-fire responses, that are compatible with conservation and stewardship responsibilities. The Plan should also identify best management practices that increase the resiliency of natural ecosystems, minimize human ignitions and protect urban interface areas.
