The BOE seeks a Consultant to perform an environmental assessment, design, bid, and award, construction administration, and post-construction services for a Class I Bicycle Path designed to Caltrans Highway Design Manual (HDM) standards (which allows for two-way, off-street bicycle use) along the south side of Whitsett Avenue to Lankershim Boulevard. The scope of this Project includes the construction of approximately 3.2 miles of the LA River East San Fernando Greenway gap closure from Whitsett Avenue to Lankershim Boulevard (Project Extent). The Consultant shall conduct an environmental review and impact analysis consistent with the applicable California Environmental Quality Act (CEQA)/ National Environmental Policy Act (NEPA) guidelines and requirements. The Project will implement a proposed Class I bike path, and pedestrian path (as feasible of varying width and material as determined by the design process), along the LA River from Whitsett Avenue to Radford Avenue. A proposed Class IV bike path will run along Radford Avenue to the Tujunga Wash to bypass the CBS Studio’s lot. A proposed Class I bike path will continue from Radford Avenue along the Tujunga Wash to Vineland Avenue. A proposed Class IV bike path will then run along Vineland Avenue to Whipple Street to connect with the Central Branch of the Tujunga Wash. After that, a proposed Class I bike path will continue along the Tujunga Wash Central Branch to Lankershim Boulevard to connect with the LA County Bike path which is currently in design. In addition, there is the potential for bike facility improvements along Vineland Avenue from Whipple Street to Burbank Boulevard. A map showing the path is attached
